Can the 1st round even be rated for Intermediate since OB shots were dragged back into play without a penalty?

804.1(D): No rules may be stipulated which conflict with the PDGA Rules of Play, unless approved by the Tour Manager of the PDGA.

A. Rules governing special conditions that may exist on the course shall be clearly defined and disseminated to all players prior to the start of the tournament. All special conditions shall be covered in the players' meeting. Each player is responsible for adhering to all points covered in the player's meeting.

I think Derek is suggesting that the intermediate directions given at the player's meeting conflict with 803.09B

B. A player whose disc is considered out-of-bounds shall receive one penalty throw. The player may elect to play the next shot from:
(1) The previous lie as evidenced by the marker disc or, if the marker disc has been moved from an approximate lie, as agreed to by the majority of the group or an official; or (2) A lie that is up to one meter away from and perpendicular to the point where the disc last crossed into out-of-bounds, as determined by a majority of the group or an official. This holds true even if the direction takes the
lie closer to the hole; or (3) Within the designated Drop Zone, if provided. These options may be limited by the tournament director as a special condition (see 804.01).

So while the intermediate players were right to following them, the rule was broken and the round violates the rules and should not count.

Correct me if I'm misunderstanding you, Derek. Technically I think you are correct.

You hit the nail on the head Alistair. Unless that was approved prior to the tourney, the round shouldn't count.

But at the end it says, "These options may be limited by the tournament director as a special condition (see 804.01)."

That was a special condition, I'm not the expert, just throwing in my $.02

They were instructed to play ob first round as "casual". if this is incorrect or breaking the rules i would assume the pdga will contact me and inform me of such violations once td report is processed......round ratings may change once the report is processed as they dont have the footages of the extra holes when they calculated the ratings.
